Will these fit a woman?

They're listed in men's 7 through 13, which runs about a women's 8.5 through 14.5. If you wear a women's 9, order the men's 7. The adjustable build gives you some room on either side of that.

Can I wear socks with them?

Yes. The adjustable construction has enough give for a thick pair of crew socks without the boot feeling tight. Plenty of people wear them barefoot too — the plush lining is soft enough for it.
